Dr. Robert Fry is a healthcare consultant, lecturer, and community volunteer.  He retired from the United States Navy on June 1^st, 2019, at the rank of Captain after a 38-year distinguished career.  Raised in Northern Kentucky, Robert Fry enlisted in the Navy as a Hospital Corpsman in May 1981.  During his enlisted career, he was stationed at Naval Regional Medical Center Portsmouth, Virginia; First Marine Aircraft Wing, Okinawa, Japan; Pacific Missile Test Center, Point Mugu, California; and Naval Hospital Jacksonville, Florida.  While stationed in California, he earned his Bachelors of Science degree in Health Care Management from the University of La Verne.  While in Florida, he completed his course work for his Master of Science degree in Administration (MSA).

In July 1990, Dr. Fry was commissioned as an Ensign in the Health Care Administration section of the Navy Medical Service Corps through the In-Service Procurement program.   Following Officer Indoctrination School in Newport, Rhode Island, he served at the Fleet Hospital Support Office, Alameda, California, as the Readiness Officer and later as the Personnel Officer.   During this tour, he completed his graduate thesis and earned his MSA degree from Central Michigan University.  From May 1993 to May 1996, he was assigned to Naval Hospital, Naples, Italy.  He served as the Assistant Department Head for Staff Education and Training, Department Head for Operating Management, and as the CHCS Project Officer.  Following this tour of duty, he was assigned to the Bureau of Medicine and Surgery (BUMED), Washington, DC, as the Assistant for Policy Practice and Marketing to the Medical Service Corps’ Chief.  In 1998, Dr. Fry was selected as the Administrative Officer to the Deputy Navy Surgeon General until his departure in July 1999 for duty under instruction.   In December 2002, Dr. Fry completed his health policy and management studies and earned a Doctorate in Public Health from the College of Public Health, University of South Florida in Tampa.  His research interests included clinical outcomes (specifically patient volume), strategic planning, and information technology. 

From January 2003 to September 2005, he served in the Office of the Assistant Secretary of Defense for Health Affairs and TRICARE Management Activity, Falls Church, Virginia as the Senior Policy Analyst and Program Manager for DoD Population Health in the Medical Management and Population Health Division within the Office of the Chief Medical Officer.  From October 2005 to September 2007, Dr. Fry served as the Director for Administration at Naval Hospital Cherry Point until its conversion to a Naval Health Clinic in October 2007.  He continued to serve as the Director for Administration at Naval Health Clinic Cherry Point until his transfer to the OPNAV staff in April 2008.  From May 2008 to November 2010, Dr. Fry served as the Head, Manpower Resources Branch, Medical Resources, Plans and Policy Division, Office of the Chief of Naval Operations (OPNAV N931).   From November 2010 to June 2012, Dr. Fry served as the Assistant Deputy Chief for Future Operations, Bureau of Medicine and Surgery (BUMED M5B) in Washington, DC.   In June 2012, he was selected to serve as the Deputy Executive Assistant (EA), then EA to the Navy Surgeon General until June 2014.  He served as the Executive Officer, Naval Health Clinic Annapolis, Maryland, from June 2014 to January 2016.  From April to October 2016, Captain Fry was the Commanding Officer of the NATO Role 3 Multinational Medical Unit (Combat Trauma Hospital) in Kandahar, Afghanistan.  From November 2016 to May 2018, Dr. Fry served as the Assistant Deputy Chief for Education and Training, Bureau of Medicine and Surgery (BUMED M7) in Falls Church, Virginia.  Before retirement, his final assignment was as the Director (Commander) of the Fort Belvoir Community Hospital, Fort Belvoir, Virginia. 

His military decorations include the Legion of Merit (three awards), Defense Meritorious Service Medal, Meritorious Service Medal (five awards), Joint Service Commendation Medal, Navy Commendation Medal (three awards) and the Navy Achievement Medal (five awards), Afghanistan Campaign Medal and the NATO Non-Article 5 Medal.  In 2016, awarded the Romanian Medal of Honor for Military Medicine for the care provided to the Romanian Soldiers by the NATO Role 3 MMU in support of Operations Resolute Support.  He is authorized to wear the Fleet Marine Force ribbon and the Office of the Secretary of Defense Identification Badge. He is Board Certified in Healthcare Management and a Fellow in the American College of Healthcare Executives (ACHE).  He served as the ACHE Navy Regent from 2008 to 2011 and on the ACHE Board of Governors from 2012 to 2015.
